Worked example
Measured on our own 15 second raw .aac file, saved as MP3 at 192 kbps.
Source AAC
241 KB
MP3, 0:15
359 KB
The MP3 is larger because 192 kbps is above the source's 128 kbps, which keeps the second encode clean. It also has a proper header, so players show its length.
1. Add your file. 2. Pick the output. 3. Convert in the tab. 4. Listen and download.

Questions
Asked and answered
No. The file is read by the page and converted by ffmpeg compiled to WebAssembly, on your own machine. There is no upload step, and closing the tab discards everything.
Same codec, different packaging. An .aac file is a raw stream of AAC frames (ADTS). An .m4a is AAC inside an MPEG-4 file, with a header that records the length, the tags and where each second starts. Most apps want the M4A.
A little. AAC is already compressed and MP3 compresses it again. Match or beat the source bitrate (192 kbps covers most AAC files) and the difference is hard to hear.
Yes. The MP3 is written with a header that records its length, so players show the right duration and seek through it properly.
Pick M4A under Convert to. The sound is re-encoded as AAC inside an MPEG-4 audio file, which plays in Apple Music, QuickTime, Windows and on every phone.
